California Prop 22 Benefits - Overview and FAQ

To help with your healthcare costs, you may be eligible for a quarterly healthcare stipend if you meet certain requirements.

The California Healthcare Stipend is entirely optional. You are not required to upload proof of enrollment/insurance if you do not wish to receive the stipend or if you’re ineligible.

Eligibility Requirements

To receive a stipend for a given quarter, you must meet two main criteria:

  1. Active Hours Requirement: You must average a certain number of active hours per week over the course of the calendar quarter.
    • Full Stipend: Average 25 or more active hours per week.
    • Partial Stipend: Average between 15 and 24.99 active hours per week.
  2. Qualifying Health Plan Requirement: You must be enrolled in a qualifying health insurance plan and provide proof of enrollment.
    • Qualifying plans include: Plans purchased through Covered California or another individual marketplace plan that you pay for directly. Paid Medicare SUPPLEMENT plans are also eligible. Documentation for these must clearly outline that it is supplemental and not a core Medicare plan sponsored by the government.
    • Plans that DO NOT qualify include: Employer-sponsored plans (including from another job or a spouse’s job), Medicare, and Medicaid/Medi-Cal.
    • You must be the primary subscriber on the policy.

Stipend Amount (for 2026)

The stipend amount is based on the average monthly premium for a Covered California bronze plan.

  • Full Stipend (25+ avg. weekly active hours): $1,736.76 per quarter.
  • Partial Stipend (15-24.99 avg. weekly active hours): $868.38 per quarter.

How to Apply & Deadlines

You must submit proof of enrollment for each quarter to receive a stipend.

  1. Upload Proof: In the Driver app, go to the Documents Hub and upload proof of your qualifying health plan. This can be an insurance card or a coverage letter. The document must show:
    • Your name as the primary subscriber.
    • The name of the insurance company.
    • A coverage start date that is on or before the beginning of the quarter.
    • A policy/subscriber/member ID Number
  2. Meet the Deadline: You must upload your document no later than 15 days after the end of the quarter.

Documents without a pre-printed expiration date will be assigned a system expiration date aligned with the end of that quarter’s payout period. To remain eligible for payouts, drivers must upload proof of coverage every quarter.

Here are the dates and submission deadlines for each quarter:

  • Q1 (Jan 1 - Mar 31): Deadline is April 15
  • Q2 (Apr 1 - Jun 30): Deadline is July 15
  • Q3 (Jul 1 - Sep 30): Deadline is October 15
  • Q4 (Oct 1 - Dec 31): Deadline is January 15

Earners are encouraged to upload their coverage for the following quarter after the current payout period ends. This helps ensure there are no payment delays. For example, if uploading for Q2, we recommend waiting until after 4/15.

When You Get Paid

Stipend payments are issued within 15 days after the end of the quarter, as long as your qualifying document has been approved and you met the active hours requirement.
